Hai, sa va pun la dispozitie datele problemei:
The Government of Indonesia has requested a sale for the regeneration and upgrade of 24 F-16C/D Block 25 aircraft and 28 F100-PW-200 or F100-PW-220E engines being granted as Excess Defense Articles. The upgrade includes the following major systems and components: LAU-129A/A Launchers, ALR-69 Radar Warning Receivers, ARC-164/186 Radios, Expanded Enhanced Fire Control (EEFC) or Commercial Fire Control, or Modular Mission Computers, ALQ-213 Electronic Warfare Management Systems, ALE-47 Countermeasures Dispenser Systems, Cartridge Actuated Devices/Propellant Actuated Devices (CAD/PAD), Situational Awareness Data Link, Enhance Position Location Reporting Systems (EPLRS), LN-260 (SPS version, non-PPS), and AN/AAQ-33 SNIPER or AN/AAQ-28 LITENING Targeting Systems. Also included are tools, support and test equipment, spare and repair parts, publications and technical documentation, personnel training and training equipment, U.S. Government and contractor engineering, technical and logistics support services, and other related elements of logistical and program support. The Government of Romania has requested a possible refurbishment and upgrades of 24 F-16C/D Block 25 aircraft being provided as Excess Defense Articles with the F100-PW-220 Increased Performance Engines (IPE) and APG-68(V)1 radars; 5 F100-PW-220 IPE spare engines; 60 LAU-129/A Launchers; 30 LAU-117 Launchers; 6 Joint Helmet Mounted Cueing Systems; 4 AN/ARC-238 Single Channel Ground and Airborne Radio Systems (SINCGARS) with HAVE QUICK I/II; 24 Conformal Fuel Tanks (pairs); 4 Link-16 Multifunctional Information Distribution System-Low Volume Terminals; 2 Link-16 Ground Stations; 4 Global Positioning Systems (GPS) and Embedded GPS/ Inertial Navigation Systems (INS); 12 AN/AAQ-33 SNIPER or AN/AAQ-28 LITENING Targeting Pods; 4 Tactical Air Reconnaissance Systems or DB-110 Reconnaissance Pods (RECCE); 4 AN/APX-113 Advanced Identification Friend or Foe (AIFF) Systems; 28 AN/ALQ-213 Electronic Warfare Management Systems; 28 AN/ALQ- 211 Advanced Integrated Defensive Electronic Warfare Suite (AIDEWS); or AN/ALQ-187 Advanced Countermeasures Electronic Systems (ACES), or AN/ALQ-178 Self-Protection Electronic Warfare Suites (SPEWS). Asa cum stim deja, Romania ar fi trebuit sa plateasca anul trecut prima transa de 750 milioane de dolari, pentru ca amerlocii sa scoata Bk25-urile din conservare si sa se apuce de modernizat. Prima din cele doua transe egale, transa a carei neplata a adus Fortele Aeriene Romane in situatia in care sunt acum…Ma rog, nu fac politica, nu ma pricep la asa ceva!
Acuma…mintea mea, in sinea ei, isi da seama ca, lista noastra de cumparaturi e mai stufoasa decat a indonezienilor: 6 JHMCS, rezervoare conforme, statii Link16…care ar fi fost, foarte probabil folosite pe Bk52+ pe care ar fi urmat sa le cumparam in transa 2.
Deci Indonezia, aliat de seama al americanilor in zona Pacificului ( evident, Tailanda si Filipine nu exista, nici Australia sau Noua Zeelanda) au o relatie mult mai buna decat noi, membri NATO, furnizor de carne de tun pentru aceeasi americani, pricipal partener si furnizor de securitate in zona de esta a Marii Negre, care le mai tinem si Scutul Antiracheta  ( nu ma leg de Turci, ca ei sunt oricum pe alta felie a Marii Negre, si au o altfel de relatie cu SUA).
Ce-i drept, Indonezia opereaza deja F16 Bk25 ( si F5), asta ar insemna ca ar plati doar modernizarea lor si refacerea/prelungirea resursei.
Dar, SH-urile pentru Romania ar fi fost EDA ( Excess Defense Articles ) , care conform legislatiei in vigoare, se livreaza gratuit. Deci si noi am fi platit doar modenzarea lor si refacerea/prelungirea resursei.
Ajutati-ma deci sa-mi dau seama, de ce pentru acelas numar de aeronave modernizate, Romania ar trebui sa plateasca dublu fata de Indonezia…
